In responsible charge of operations and compliance of the City’s 55 mgd wastewater treatment facility, including oversight of the Compliance Laboratory and Environmental Compliance divisions.

Managed operations in support of 12 divisions within the Municipal Utilities Department responsible for Water, Stormwater, and Wastewater utilities including staff and operations in finance, purchasing, bidding and contracting; OSHA compliance and safety; public outreach; department business operations, and special projects. Served as inter-departmental liaison for multiple items addressing City-wide activities. Wrote protocols and implemented procedures within department and divisions to streamline processes and improve work product for developing divisional budgets; purchasing procedures consistent with City regulations; contract routing and management, preparation of staff reports for City Council Agendas, and work-flow accountability. Assisted Deputy Director in all aspects of the management and operational activities at the Regional Wastewater Control Facility including permit compliance; interaction with regulators; purchasing and contracting, personnel issues; work-flow improvement; and staff mentoring. Detail oriented with strong written and verbal communication skills and a proven record of successful interactions with clients, contractors, co-workers, governing boards, public agencies and private institutions.

Civil design and special district engineering experience working in a fast-paced, multi-tasking environment. Includes 12 years private and public sector background in design, layout and construction of private residential, commercial and industrial developments; public redevelopment projects; reclamation district engineering, permitting and regulations; Proposition 218 regulations and procedures; and special district formation, funding, regulation and maintenance requirements. Proven management skills with a consistent record of delivering projects under budget and on time, conflict resolution and client satisfaction.

Quality control and assurance tests; and new resource testing of raw materials for production of Duraflame fire log. Provided the link between quality control, research, and production facility for raw material usage. Extensive computer work to develop and maintain ongoing databases and modeling of production variables to ensure product continuity and identify problems. Work with both production and research personnel to maximize material use and product quality.
