Provide consultative guidance to public agencies for the delivery of business workflow/ investigative analytics and security solutions inclusive of project management, implementation and managed services, e.g., State of California Department of Justice; SmartJustice/OpenJustice.

Responsible for advising large urban police and sheriff’s organizations relative to their criminal intelligence and records management technology and operations, e.g., LAPD, Los Angeles Sheriff’s Department. Managed consultants and pursuit efforts to expand US western region accounts.

 Directed the Public Safety technology, consulting and information services portfolio for the Pacific Northwest.  Established public sector interagency agreements for WSCA contract offerings for multi-jurisdiction Law Enforcement Regional Criminal History (CCH), Corrections Data Storage, Disaster Recovery, Integrated Document Exchange, Court Case and Jail Management Solutions (JMS) (CPE, SaaS, IaaS, and Hybrid).  Developed financial crimes program for use in multi-agency Law Enforcement record / data processing.  Expanded industry partner base leveraging subject matter expertise in data exchange for Public Safety (CJIS, FERPA), Healthcare (MMIS, HIX, HIE, Eligibility) and Information Security (CJIS, HIPAA (PHI-PII), FERPA).

 Supervised multi-disciplined business development and IT solution design /delivery team (15 directs) to deliver over $260 million IT services programs through directing Public Safety / Healthcare business portfolio solution development, partner and program management.  Held project administrative, management, delivery and financial responsibility for State of Alaska’s largest healthcare/data / record processing/telecommunication project including systems operations, maintaining SLAs, delivery time lines, customer satisfaction and governance alignment with elected as well as appointed officials, e.g., Governor’s Office, Commissioners, Federal partners (AK;160M, WY; 75M, CO; 5M, CA; 36M).  Built partner relationships with Interagency / Native government organizations in Public Safety, Medicaid, Health Analytics, EHR, HIE, Children’s Health Insurance Programs, Disease Management & Analytics.  Directed partner relationships for the delivery of California Highway Patrol CAD Consolidation.

 Directed outsourced IT contract services with agencies including the Dept. of Homeland Security, TSA, Defense Finance & Accounting Services, and Dept. of Health & Human Services.  Expanded staffing placements with Prime System Integrators with 50% of resources holding Secret, Top Secret, or TS/SCI clearance.  Developed diversity- based Mentor-Protégée partnership between SBA 8A Enterprise Solutions and Hitachi Consulting Corporation to provide government consulting and BPO managed services.

 Reorganized IT equipment and telecommunications (VoIP) organization (7 directs) to achieve 260% increase in revenue within 12 months.  Expanded carrier VoIP services from 20 million minutes/month to 200 million minutes/month.

 Increased outsource contact center revenue 300% as key external client liaison and internal operations leader managing organization (5 directs) to grow offshore partner relationships in India and Canada.  Negotiated telecommunication carrier partnerships to provide innovative customer solutions including third-party verification and Internet ISP Tier 1 support desk.  Established new alliance channels that facilitated company acquisition.

 Created, directed and managed record management system / program delivery team (15 directs) for 27 State’s (50+) law enforcement agencies providing enforcement data services for licensing; U.S. Department of the Interior.  Designed and managed telecommunication parking ticket payments integrated solution; City of New York, Dept. of Finance (mobile, Interactive Voice Response payment solution with IT network consolidation)  Developed and directed Federal Law Enforcement Record System, Atlantic Fishery; U.S. Dept. of Commerce.  Garnered recognition in Wall Street Journal front-page feature for government/private industry e-commerce pioneering application.  Led business development group of 450 associates with total $550M annual value.  Established and managed Government Services Division which brought in 30%+ of application revenue for Interactive Division, representing $75 million annually.  Held instrumental role in the diligence of $1.2 billion data center deployment initiative for managed services.
