The Pensions Authority (previously the Pensions Board) is responsible for the regulation of occupational pensions in Ireland and for advising the Irish government on pension policy issues. As Head of Policy, my key responsibility was to coordinate the Authority's pensions policy advice function.

I designed this 3-day training programme covering the management, monitoring and evaluation of programmes funded by the EU Structural and Cohesion Funds and the pre-accesion instruments. Some 250 government officials from the 12 States that joined the EU in 2004 and 2007 and from the 3 candidate countries (Croatia, Turkey and Macedonia) participated in the 13 courses which I delivered as lead trainer between 2007 and 2010. This course was sponsored by the Irish Ministry of Foreign Affairs.

During this period, I worked as an independent consultant (operating under the trading name Evalcon), advising government ministries in a number of the then new EU Member States and accession states on the evaluation of programmes funded by the European Union Structural and Cohesion Funds. This included participation in evaluation projects at both member state and at EU level (for the European Commission) and in evaluation capacity-building and training activity in several countries including Bulgaria, Croatia, the Czech Republic, Estonia, Hungary and Romania.
