Directed immigration and enforcement operations for 54 Texas counties supported by 4 suboffices comprising 289 employees and 4.4K detention beds. Coordinated with federal law enforcement executives, state and local law enforcement leadership, foreign governments, Members of Congress, media outlets, nonprofits, and private entities for seamless operational workflows. ➢ Managed operations and compliance for the most active Criminal Apprehension Program in the country; coordinated logistics for all releases from Texas Department of Criminal Justice prison system and 287g program for the 4th largest county in the nation. ➢ Oversaw physical security and 100% compliance for all facilities; brokered and oversaw service agreements; researched and procured facility, infrastructural, equipment, and related strategic acquisitions to advance mission and ensure officer safety. ➢ Orchestrated logistics framework wherein field offices throughout the nation transferred certain detained noncitizens to Houston, reducing ICE Air flight hours and resulting in an increase of air assets availability to directly support the U.S. Border Patrol (USBP) decompression efforts and Title 42 mission requirements.

Oversaw largest field office in the nation totaling 690+ personnel, 970+ contractors, 5 detention facilities, and 2 family residential centers housing 7K+ noncitizens. Met with key stakeholders monthly to address emerging issues and devise strategic approaches to inform tactical and operational planning. Secured $5M+ in cost savings within one fiscal year while managing $407M program budget. ➢ Grew office partnerships with federal, state, and local law enforcement agencies by +200% by building rapport and credibility. ➢ Expedited inmate transition to ICE custody by working collaboratively on logistics management and compliance with U.S. Border Patrol, Bureau of Prisons, U.S. Marshals, and Texas Department of Criminal Justice. ➢ Established an intelligence information sharing protocol with the Texas Department of Public Safety improving joint ability to interview detained criminal noncitizens and gather intelligence on criminal enterprises under State jurisdiction.

Propelled strategic and tactical direction for field office managing operations across 426,272 square miles in Utah, Idaho, Montana, and Nevada. Maintained oversight of activities within Area of Responsibility, promptly responding to issues and mitigating threats. ➢ Administered a $35 million budget, directed operations, and led 180 personnel across 10 suboffices and 13 detention facilities. ➢ Devised strategy for enforcement, custodial, and removal operations in politically sensitive environment; cultivated strategic partnerships with federal, state, and local law enforcement partners to expedite mission objectives. ➢ Increased performance across all operational metrics including a 44% increase in criminal arrests resulting in the field office receiving recognition and awarded the best medium sized field office.

Managed field office serving 14 counties in New York and satellite offices in New York City, Rikers Island, Castle Point, Nassau, and Central Islip. Led 322 employees to ensure prompt and efficient arrests, detainments, and removal from the U.S. while maintaining compliance with organizational protocol and immigration laws. Increased criminal arrests by 45% in 2013 and 37% in 2014. ➢ Oversaw Sex Offender Noncitizen Removal (SOAR) in July 2013, arresting 93 noncitizens convicted of sex offenses in tandem with NY State Probation & Parole, Homeland Security Investigations, and U.S. Marshal’s Task Force. ➢ Generated $1.5M+ in cost savings in 2 years through financial analysis and data-driven operational recommendations. ➢ Managed personnel issues, recruitment, discipline/adverse action for non-bargaining employees with conduct infractions, training, promotions, awards, labor/management relations, and equal employment and affirmative action issues.

Actively engaged in high-level meetings with Department leadership and foreign governments to address short and long-term mission objectives. Led dedicated team of 6 officers and 5 support staff, prioritizing the employee experience to maintain high morale and unit performance. Developed briefings for executive agency officials. ➢ Facilitated Post-Order Custody Review process including custody determinations for 8 Code of Federal Regulations and 241 reviews for noncitizens pending removal from the U.S. ➢ Worked with Office of the Principal Legal Advisor to interpret Immigrations & Nationality Act and develop targeted course of action for highly complex cases.

Directed multifaceted program operations in Washington Field Office (WFO) Criminal Apprehension Program, Fugitive Operations Teams, Secure Communities, Command Center, Violent Criminal Noncitizen Section, and Detained / Detention sections. Designed strategic plan pivotal to standing up WFO 24-hour Command Center. Facilitated disciplinary actions to maintain a cohesive team environments and integrity. ➢ Managed team of 30 supervisory detention and deportation officers, deportation officers, and immigration enforcement agents to increase WFO coverage and prosecutions. ➢ Increased Fugitive Operations 198%, Criminal Apprehension Program 195%, criminal indictments 134%, and convicted criminal removals 47%, year-over-year, while creating 5-month outreach effort that launched 129 new Secure Communities program sites.
