Responsible for coordinating the financial activities of the City including development of the operating and capital budgets, debt and treasury management, billing and collection of City revenues, and accounting and financial statement preparation.

A Fellowship program for leaders in public service, the Leading for Change Fellowship exists to educate and network experienced and emerging public service leaders to measurably spark system change work that leads to beneficial cross-sector collaborative social change in the Philadelphia region.

Assisted with preparation of the Five-Year Financial and Strategic Plan and with the city-wide budget process including obtaining information required for budget hearings and compiling reports for presentation to City Council and other key City officials. Prepared and monitored leave usage and performance measures data for the Quarterly City Managers Report and worked with departments to develop and agree on performance metrics, data collection systems and reporting requirements, performed quality assurance and quality control checks for data accuracy. Worked on other confidential/special projects.

Responsible for the City’s Annual Five-Year Financial and Strategic Plan, managing the budget hearing process and evaluating citywide performance data. Led the implementation of a new budgeting system which aims to facilitate the City’s transition to a program-based budget. Additional duties included preparation of performance and leave usage reports for the City's Quarterly City Manager's Report, compiling ability to pay presentations for Union negotiations, and other special/confidential projects as needed.

Managed the capital budgets and financial transactions for 12 City Departments, total budget of approximately $1.5 billion. Analyzed assigned department’s capital budget requests to determine their conformance with City’s fiscal policies and capital program, departmental functions, and historical trend; recommended modifications in requests on basis of current policies and fiscal impact; prepared a variety of ad hoc capital budget reports. Served as unit's IT Manager which included troubleshooting, maintenance and support of related systems.

Responsible for managing the department's $97.3 million operating budget and developing a fiscal management system for the agencies and quasi-governmental entities that report to the Director of Commerce. Also responsible for managing the administrative functions of the department including contract and program monitoring; recommending and implementing policies and procedures for accounting, purchasing, payroll and information technology services. Performed all human resources functions for the department, including recruitment, training, managing employee relations and overseeing the maintenance of the agency’s time management information system.
