Led a diverse team of over 500 USACE civilians, military, and local nationals in a $2.5B annual program and over 300 projects, successfully awarding and constructing Afghan Army bases, Afghan Police facilities, and facilities on U.S. bases. The Afghanistan Engineer District of the Corps of Engineers managed projects and programs from their inception, coordinating with ISAF HQ to develop, design, award contracts and conduct construction management oversight of projects all across the country in very austere condtions. Mentored leaders to ensure program management continuity despite high personnel turnover, maintain the strategic plan, and keep our work force secure.

Responsible for the training and readiness oversight of all U.S. based active and reserve component engineer units -- over 60,000 individual soldiers in well over 100 different type engineer units. Volunteered to take over the counter-IED program as it was struggling to be relevant. We standardized CIED training across all Army posts and obtained equipment so soldiers had the opportunity to better prepare themselves and their units prior to deploying to Afghanistan and Iraq. Worked with USACE and IMCOM to develop a project list of needed construction projects to support our Army units.

Led a team of over 1,200 people in the largest Military Construction Program in USACE, including the $4.5B Fort Bliss, TX expansion, and the $2.5B hospital expansion and medical campus construction project at Fort Sam Houston, TX. Program required us to build entire offices at Fort Bliss and in San Antonio to handle the work load. Able to recruit from all across USACE and from the private sector to expand our capabilities in project and program management, construction oversight, and contracting. Our contracting section expanded annually from awarding $700,000 in contracts in year 1, to awarding over $2B in contracts in 2009. Fort Worth Engineer District was responsible to manage the southwest U.S. border fence construction program. Program was crucial in maintaing border security and contributes to homeland security on a daily basis. Spent significant time working with DHS and CBP on the execution of the program. . Developed extensive experience in emergency management operations, leading the USACE team in the recovery operations following Hurricane Ike. Fort Worth manages 25 Corps lakes in the State of Texas... only got to fish on two of them!
