Chris Paldino has served as SBIR/STTR Director, leading all SBIR/STTR programs & initiatives with a goal of commercialization, capture qualification and pursuits. He is responsible for Portfolio P&L, Delivery, and primary customer interface for accounts which include USAF LCMC CDAD, AFWERX, USAF ACC/A29, NAVSEA PEO IWS, DoN's Digital Integration Support Cell (DISC), NAVSEA 03Q, and Digital Warfare Office (DWO). Chris is credited w/concept origination, design, resource scoping, negotiation, execution & delivery of a large DOD-wide innovative IT architecture for the DOD’s SBIR/STTR Program. This advanced program life-cycle management IT architecture enables multiple users from different, changing & new DOD offices to execute the SBIR/STTR Program IAW individual Service or Component requirements. Under Chris’ leadership, his portfolio generated $75M of revenue over 5 years. He is credited with growth of $20M/21 FTE over 24 months for one portfolio task order, an increase of 118% over just two years. His career spans decades, serving leadership within the DOD, Dept of the Army, Dept of the Air Force, the Missile Defense Agency (MDA) & the Defense Advanced Research Projects Agency (DARPA), including directly supporting six Secretaries of War across the Department of Defense. In these capacities, he originated new S&T BAAs, served Equipment Distribution Review Board (EDRB) Co-Chairs CG, AMC and VCSA as AMC EDRB Command Lead, authored SBIR Topics, led Source Selection Evaluation Teams, developed advanced threat discrimination decision theoretic tools using Dynamic Bayesian Networks, applied wavelet transforms to ground vehicle Camouflage, Concealment & Detection (CCD) technologies to counter EO/IR and RF sensors, improve ground vehicle survivability, and executed transition of the developed operational capabilities into DOD Programs of Record. These transitions advanced Warfighter capabilities against US adversaries in the defense of our Nation. Chris also serves as Associate Professor at Northern VA Community College, where he teaches Calculus, Probability Theory, Ordinary & Partial Differential Equations.

Mr. Paldino contributed significantly to the post-boost phase missile defense DFE, which integrates evidence-based feature extraction algorithms (RADAR & IR) with object genealogical relationships (temporal) within the engagement timeline into the DA by utilizing advanced decision theory and discrete mathematics (fuzzy logic gates). The full DFE is the inference and evidence fusion solution to the DA command, control and battle management (C2BMC) problem. Developing the post-boost phase DFE entailed constructing Bayesian Network models of threat characteristics, physical features, measurements, measurement errors, environmental effects, sensors as well as modeling and constructing feasible genealogical information, implemented in a BN using discrete mathematics, which assists in reducing the magnitude of the problem space in the post-boost phase timeline of the DFE. Mr. Paldino also provides MDA/DV client technical expertise, advice, and evaluation of MDA/DV relevant technology for C2BMC and sensor fusion related tasks. Mr. Paldino has served as panelist for an Optimization Conference held by the client and has reviewed different technologies both in and outside of the MDA/DV DA program.
