Cesar Conda

Cesar Conda, a founding principal of Navigators Global, returned to the firm after serving as the first chief of staff for U.S. Senator Marco Rubio (R-FL). According to The Weekly Standard, Mr. Conda is “a well-known and highly regarded policy wonk, with experience in the executive branch as well as on Capitol Hill.” Conda, who was named “Top Lobbyist” by the National Institute for Lobbying and Ethics in 2020 and 2021, has successfully represented such blue chip corporate and trade association clients as AT&T, Oracle, NextEra Energy, Microsoft, VISA USA, the Recording Industry Association of America, and the American Petroleum Institute, among others. Mr. Conda served in the Bush-Cheney White House as Assistant to the Vice President for Domestic Policy, where he was “instrumental in devising the Bush tax cuts” according to columnist Robert Novak. Conda spent 18 years on Capitol Hill as a senior aide to three U.S. Senators, and was Republican staff director of the Senate Small Business Committee. Roll Call included Conda in its “Fabulous Fifty” list of the most powerful congressional staffers. In 1999, he received the “Congressional Staffer of the Year Award” from the Information Technology Industry Council. Prior to his Senate career, Conda was a tax lobbyist for the U.S. Chamber of Commerce.

As Chief of Staff, I was Senator Marco Rubio's (R-FL) top aide providing strategic counsel on a broad range of policy, legislative, communications, and political matters, in addition to managing a $4 million Senate operation of 55 people in 9 offices in Washington DC and throughout Florida. I provided high-level strategic and policy direction for the Senator's activities on the Senate Foreign Relations Committee, the Senate Commerce Committee, the Senate Small Business Committee and the Select Committee on Intelligence.

I served as the chief domestic and economic policy advisor for the Vice President of the United States. I led and managed Office of the Vice President's domestic policy department which covered a wide range of issues, including taxes, economics, trade, education, energy, financial services, monetary policy, technology, telecommunications, and health care among others. Of note, I helped craft the Bush Administration's 2003 tax cut.

I was Legislative Director and Administrative Assistant for Senator Spencer Abraham (R-MI). I oversaw a legislative and committee staff that produced 22 pieces of legislation signed into law by President Bill Clinton. In 1999, I was awarded the "Technology Staffer of the Year" by the Information Technology Industry Association for my work in Senator Abraham's office on enacting high-skilled immigration, electronic signatures, anti-cybersquatting legislation into law among others. I was also recognized in Roll Call's "Fabulous Fifty" list of influential Congressional staffers.

I was a full-time campaign policy advisor for the Bob Dole for President campaign where I helped craft the candidate's tax and budget proposals.

I was the Republican Staff Director of the U.S. Senate Committee on Small Business. I managed a 12 person professional and support staff, and led the development and implementation of the Committee's agenda, including hearings, nominations, and mark-up of the annual Small Business Administration authorization bill.

I was a Legislative Assistant for Senator Robert W. Kasten Jr. (R-WI) and a Task Force Investigator of the U.S. Senate Committee on the Budget.
