Oversee development of long and short range regional transit plans, and design and policy development. Oversees, guides and directs operations of Transit Planning Consultants and staff involved in transit corridor planning projects. Reviews and evaluates consultants and staff work relative to data collection, transportation demand modeling activities, public involvement, alternative and selection/analysis, and National Environmental Protection Act (NEPA) processes and activities. Provides guidance in the preparation and review of environmental impact assessments and statements, historical preservation studies. Assists in the preparation of appropriate documentation to ensure conformance with applicable Federal, State and local laws and regulations. Ensures that policies and procedures are properly implemented to conform to all applicable laws and regulations. Reviews and develops Environmental Impacts Statements and related documents to ensure compliance with Federal requirement of the National Environmental Protection Act (NEPA). Manages the administration and technical elements of planning studies, project scheduling and budgets. Prepares technical and other materials as necessary for review, reporting, and decision-making by Executive Management and the MARTA Board of Directors.

Responsibilities include protecting the safe operations of Class 1 Railroads & Transit Agencies during projects performed by public agencies on or adjacent to railroad right-of-way. Specific duties consist of construction inspections, plan review ranging from excavation and concrete installation procedures, pile installation plans, false work and demolition plans, calculation checks, highway lane widening, and bridge and highway drainage plans. This role includes close coordination with the client and their various internal engineering disciplines, public agencies, and contractors throughout the preliminary and construction engineering phases. Management in rehabilitation projects for transit system facility systems and freight rail systems. The preparation of budgeting, negotiating, and the administration of contracts with both public and private organizations .Managing and preparing scope statements, estimates and forecasts. Managing client data analysis for congestion mitigation Construction Inspections. Review documents, interpret documents and apply them to safety standards, environmental requirements, sub consultant selections, design standards, contract documents, federal, and participation guidelines.

Oversees all engineering aspects of highway/railway grade separation projects, highway/railway grade crossing projects, and highway parallel encroachment projects. • Performs plan reviews, prepares plans and estimates, writes correspondence, and performs other supporting functions required to permit effective handling of public improvement projects sponsored by Government Agencies, private companies, or individuals. • Provides guidance to field supervisors monitoring project construction. • Handled over 1,100 projects in the states of OH ,MI, IN, KY, SC, GA, FL, AL, MISS, LA • Handle over 80 million dollars’ worth of project budgets • Oversee and resolve all issues arising from projects with contractors and train movements
