Bonnie Locke

Creative, driven and energetic professional with 30+ years of subject matter expertise in the Justice & Public Safety domain who specializes in customer engagement, public presentations, project management, networking and outreach, leading teams, and problem solving. I began my career in the Wisconsin State Legislature and later worked for a Division of Lockheed Martin, which provided IT systems and services to local and state governments. After opening Lockheed’s Phoenix office, I returned to Wisconsin to finish raising my family. I became the Director for Wisconsin’s first Statewide Justice Information Sharing program. I was responsible for coordinating and promoting the integration and sharing of information between and among local, state, and federal justice organizations. That work reinforced my passion and commitment to continue to serve the public sector and the criminal justice community. I was then fortunate enough to start working at Nlets – the International Justice and Public Safety Information Sharing Network where I worked for the last 18 years. Through Nlets, I gained unparalleled experience in the justice and public safety information sharing space. At Nlets, I was responsible for marketing, new business, grants, training, administration, budgets and more. I recently stepped down as the Chair of the International Association of Chiefs of Police and the Criminal Justice Information Systems Committee. In addition to IACP, I serve on numerous other national committees, and I am actively involved with many national and international organizations such as IJIS, NSA, CACP, etc. My strengths are forging strategic partnerships and building trust relationships. I have an extensive national network and always eager to help others network and make valuable connections. I was a founder and partner of a Justice and Public Safety Consulting firm and continue to do consulting. Specialties include: Justice Information Sharing, Public Safety, Justice Integration, Outreach, Sales, Marketing, Law Enforcement Immediate Chair of the IACP LEIT Section. Member of the IJIS Law Enforcement Advisory Committee, Member of the NSA Homeland Security Committee and CJIS Committees, Past Chair of the IACP CJIS Committee, and Past member of the Canadian Chiefs of Police Association Information & Communications Technology Committee
