Bob Mosier

Appointed by the Sheriff, assists with managing the Sheriff’s Office. This position provides leadership to sheriff’s office personnel; acts in the Sheriff’s absence in all matters including personnel, budget, procurements, and questions/directives; liaisons with County departments and agencies; collaborates on goals and objectives; facilities community partnerships to improve services; and represents the Agency at meetings.

• Provide research and analysis with recommendations from a law enforcement perspective for the Department of Defense and civilian law enforcement organizations. • Served as a Law enforcement liaison between the Joint Improvised-threat Defeat Agency and civilian law enforcement organizations worldwide. • Develop strategic plans with teams for the implementation of investigative approaches to aid in the apprehension of known criminal terrorists.

• Assist with special projects and policy development as needed. • Provide assistance with development and implementation of promotion boards. • Help with criminal investigations and making contact with international law enforcement, providing assistance with administrative inner-departmental investigations. • In 2002, successfully managed the budgeted $28-million dollar proposal for the tri-county project development of an adult detention facility construction.

• Supervised the implementation of the Bureau for International Narcotics and Law Enforcement Affairs (INL) Police Development Program, including directing the allocation of available resources to achieve stated goals. • Oversaw the provision of technical law enforcement expertise to accomplish the development and execution of the strategic plan for police assistance to the Ministry of Interior (MOI). • Ensured that program goals, objectives and priorities supported the overall INL mission, improving stability through the continued development of professional policing services. • Provided leadership to the international law enforcement community through planning, development, and implementation of programs that improved the functional capacities of the MOI to manage and sustain internal security operations. • Ensured that activities of the interagency community engaged in the law enforcement assistance mission — as well as those of other donors and international organizations — were fully coordinated and integrated with INL programs. • Implemented cost-reduction strategies in connection with a $100 million dollar budget.

• Provided subject matter expertise in transnational criminal activity involving known and suspected terrorist organizations. • Directed and standardized counter-improvised explosive device and related insurgent investigations for the Law Enforcement Professional (LEP) program to assist Host Nation and Coalition Forces in the identification and dismantling of organized criminal insurgent networks. • Implemented Rule of Law initiatives with interagency cooperation involving Host Nation Law Enforcement working in sync with various Coalition Law Enforcement entities. • Prepared and conducted briefings for Coalition Forces General Officers, Senior Civilian Personnel to include Host National Senior Ministry personnel. • Directed over 170 law enforcement personnel on all matters involving employment and interaction with senior Coalition Forces personnel. • Directed and coordinated the assignment of LEP personnel resources and information systems, including the provision of training in investigative strategies, procedures, and techniques. • Directed initiatives involving communication and standardization with an emphasis on proactive investigations and responses to counter insurgent criminal activity. • Implemented cost-saving budget strategies in connection with a $75 million dollar budget.

• Worked as the adviser of the Police Assessment Selection Training team that selected Law Enforcement Officers who would serve in Bosnia and Herzegovina, East Timor, Kosovo, Afghanistan, Iraq, Liberia and Sudan. • Assisted with the development of policy by evaluation with commentary. • Participated in the review of a job task analysis for the physical agility portion of the selection process for candidates.

• Directed investigations of criminal activity allegations regarding human rights abuse (i.e. human trafficking, child prostitution, public justice corruption, states supported discrimination and abuse of ethnic minorities) taking place in the developing world. • Coordinated development of IJM’s investigative personnel resources, international investigative networks and information systems; including training of investigative strategies, procedures, techniques, policy development and security procedures. • Supervised all direct reports of headquarter staff and indirect reports of field investigative staff in 14 field offices across nine developing countries. • Organized the development and implementation of law enforcement training initiatives, introducing democratic and community styles of policing with an emphasis on proactive investigations and responses to criminal activity. • Professionally addressed issues with the public, government bodies, media, and domestic and international law enforcement community. • Developed and implemented department cost-saving budget strategies in connection with a $2 million dollar budget.
