Over 40 years of engineering analysis and program management experience within the NAVSEA community and in contractual support of various Naval organizations. His experience includes 32 years of Government ship acquisition as a member of PMS383/325 Auxiliary and Special Mission Ships Program Office. Since his graduation from the United States Merchant Marine Academy, Kings Point and obtaining his BS degree in Marine Engineering and USCG Third Assistant Engineer license in 1975, Started his career in NAVSEA, eventually becoming a Supervisory level PEO Ships Civilian in PMS 325, where he provided management and oversight of several ship acquisition programs, including the T-AGS 66, T-AGM 25, RCRV, AGOR and T-ATF programs and provided leadership to team members, support personnel and throughout the shipbuilding industry.

For the last eight years, since retirement from Government service, Mr. Herman has provided requested engineering support and historical perspective with recommendations for efficient management of ship platform acquisition programs and interface with operational sponsors in the areas of naval architecture and engineering, inclusive of mission system integration, acoustic treatments and testing, dynamic positioning and integrated electric propulsion control systems. Responsible for supporting development of ship specifications and contract statement of works, acquisition planning documentation, cost estimation, assessment of designs, attendance of design reviews, test and evaluation planning, shipbuilder factory and ship acceptance sea trial support, and mission systems demonstrations.
