Define and drive supply chain sourcing strategy: Development of future 1-3 years strategies Implementation: market research/analysis to identify potential suppliers, perform commercial negotiations for agreements, plan and implement Supplier Relationship Management: assess supplier performance, define supplier selection criteria, maintain relationships Partner Engagement: manage and maintain business partner communications on market dynamics involving price, supply, supplier performance, trend analysis and vulnerability assessment. Gain alignment on sourcing opportunities with business partners. Solve supply, price and logistics issues. Maintain all commercial contracts or agreements to ensure corporate purchasing policy is followed.

1. Develop country supply chain concept/strategy and implement these into sub-country supply chain operations. 2. Set up standard supply chain related guidelines and management process, and support sub-country supply chain management team to come up with standard working procedures. 3. Oversees the running of national supply chain operations and continuously work out projects to improve the process. 4. In charge of the procurement of logistics services to satisfy the needs of supply chain operations and manage service providers’ performance. 5. Define & Implement logistics procurement strategies by establish strategic relationship with key logistics service providers, and keep close eye on market and players. 6. Support Order to Cash project by working out with the process, documentation and implementation among regional operations. 7. Manage supply chain related projects to support business development. 8. Mapping the structure and personnel of whole China supply chain organization and propose for restructure and redeployment. 9. Support the upgrading of SAP system and uniform implementation of Global One project.

1. Assist department head to develop logistics procurement strategies for BMS in China. Lead the logistics procurement team, and manage subordinates’ assignment and performance. 2. Take lead to manage logistics service providers and logistics resources to serve various BMS legal entities and plants, select and establish strategic partners. 3. Manage procurement process and procedure, manage and maintain relevant procurement standard, database, system, etc. 4. Focal point to HSEQ department to ensure HSEQ policies and Responsible Care policies are implemented during the process of 3PL procurement and also daily logistics operation. 5. To be the member of procurement community and global sourcing team, share information and practices to improve logistics services standard and performance in China and contribute to inter-regional activities. 6. Launch tenders to identify, evaluate and select 3PL providers based on company’s procurement policies and HSEQ standard. Monitor their performance based on KPI. 7. Balance cost with service level and compliance, and lead and execute cost saving project and report cost saving monthly according to global requirements and standards. 8. Control the procurement budgeting and operation costs. Currently the procurement spending is around $40 millions annually. 9. Driving the development and implementation of strategic outsourcing programs e.g. 4PL logistics, logistics operation outsourcing, etc.
