Clinical Professor at the Naveen Jindal School of Management at The University of Texas at Dallas, teaching in a number of programs: undergraduate Information Technology and Systems, graduate Information Technology and Management, MBA programs, and executive programs in project management, product lifecycle and supply chain management, and organization behavior & coaching. Primary faculty member and course coordinator for our undergraduate Information Technology Infrastructure Management course. Course coordinator and faculty member for MBA core course in IS. Primary faculty for User Experience course. Elected to serve as Member of the Faculty Senate, our faculty governance body. Elected Secretary of the Faculty for 2018-2024. Was active in our Covid-19 continuity and resilience activities. Appointed to the Strategic Plan committee for the University, as well as numerous other committees, including advisory committees to our CIO and CISO.

Co-editor, with Wendy Murphy, formerly of IBM Research, for this Springer book series that we launched in 2007.

ITSqc, LLC, a spin-off from Carnegie Mellon University, was created to promote best practice models for the global IT-enabled services industry. Founded in 2009 by Bill Hefley, Jeff Perdue and Jane Siegel, ITSqc, LLC aimed to extend the impact of the eSourcing Capability Models (eSCM-SP for service providers and eSCM-CL for client organizations). The eSourcing Capability Models were originally developed at Carnegie Mellon University, ITSqc, LLC, provides support for these Models, eSCM-based methods for determining organizational capability, and related professional education programs. ITSqc, LLC worked with strategic partners and Authorized Organizations to support global adoption of the eSourcing Capability Models.

Bill Hefley was a faculty member in the Joseph M. Katz Graduate School of Business and College of Business Administration (CBA) at the University of Pittsburgh. He was a member of the Information Systems and Technology Management faculty at Pitt Business, he was also associated with the David Berg Center for Ethics and Leadership and the International Business Center, one of the first five national resource Centers for International Business Education and Research (CIBER), funded by the Department of Education, and was an affiliated faculty member of the Asian Studies Center, Center for Latin American Studies, and the Global Studies Center. At Pitt Business, Bill taught in the MBA and MS MIS programs, as well as in the undergraduate programs in CBA, including the leadership & ethics and global supply chain certificates and International Internships. He taught information systems, project management, strategic procurement and global sourcing, sustainability/social responsibility, and international business courses. He served several years as the Faculty Coordinator for the Katz Project Management certificate, and previously served for two years as Faculty Coordinator for supply chain management activities, including the SAP University Alliance program. During that time, Pitt completed offerings for graduate and undergraduate certificates and launched new SCM and IS majors. He chaired the MBA Core Committee for three years in the Katz School.

Provided consulting and executive education services across the US, Europe and Asia, including consulting, appraisal, and training in these areas of expertise: software process improvement, service management, organizational capability determination and improvement, and human capital management. Clients included Sutherland Global Services, Ericsson, and TCS. Pinnacle Global Management, LLC, provided focused management consulting and executive education services across the globe. Pinnacle built on Dr. Bill Hefley's proven expertise in international consulting and development and delivery of education programs, focusing on service management, human capital management, corporate social responsibility (CSR), global sourcing, software process improvement, and organizational capability determination and improvement.

Program Director, Master of Science in Information Technology in IT Service Management (MSIT-ITSM), from 2008-2009. Led development of this new ITSM program. Taught sourcing management and service innovation. Was Associate Director of the IT Services Qualification Center, focused on ITES - IT enabled services, from 2002 to 2008. Primary author of the eSourcing Capability Model for Client Organizations (eSCM-CL). Program Director, Education and Training Initiatives for Korea. Through a joint program with the Korea IT Industry Promotion Agency (KIPA), supported the development of Korean software process improvement capabilities through education activities, including numerous seminars and development of a focused professional educational program for the Korean software industry. Managed and delivered executive education programs in Korea.
