Founded in 2009 by Bill Hefley, Jeff Perdue and Jane Siegel, ITSqc, LLC aimed to extend the impact of the eSourcing Capability Models (eSCM-SP for service providers and eSCM-CL for client organizations). The eSourcing Capability Models were originally developed at Carnegie Mellon University, ITSqc, LLC, provides support for these Models, eSCM-based methods for determining organizational capability, and related professional education programs. ITSqc, LLC worked with strategic partners and Authorized Organizations to support global adoption of the eSourcing Capability Models.

Bill Hefley was a faculty member in the Joseph M. Katz Graduate School of Business and College of Business Administration (CBA) at the University of Pittsburgh. He was a member of the Information Systems and Technology Management faculty at Pitt Business, he was also associated with the David Berg Center for Ethics and Leadership and the International Business Center, one of the first five national resource Centers for International Business Education and Research (CIBER), funded by the Department of Education, and was an affiliated faculty member of the Asian Studies Center, Center for Latin American Studies, and the Global Studies Center. At Pitt Business, Bill taught in the MBA and MS MIS programs, as well as in the undergraduate programs in CBA, including the leadership & ethics and global supply chain certificates and International Internships. He taught information systems, project management, strategic procurement and global sourcing, sustainability/social responsibility, and international business courses. He served several years as the Faculty Coordinator for the Katz Project Management certificate, and previously served for two years as Faculty Coordinator for supply chain management activities, including the SAP University Alliance program. During that time, Pitt completed offerings for graduate and undergraduate certificates and launched new SCM and IS majors. He chaired the MBA Core Committee for three years in the Katz School.
