At the FCC, Dr. Sharkey was a principle contributor to the development of a model of the cost of local exchange telecommunications, known as the Hybrid Cost Proxy Model (HCPM), Dr. Sharkey has also worked on proceedings involving local competition, universal service and interconnection. More recently, Dr. Sharkey has been involved in proceedings involving cable ownership caps, market approaches for allocating spectrum for licensed and unlicensed uses and the welfare consequences of net neutrality regulations.
