About
With over 30 years in aviation, I have built a career that combines technical expertise, a solid academic background, and experience in management, leadership, and consulting. I started at the operational base as a technical assistant and maintenance mechanic, progressing through every stage until reaching command positions in the cockpit and on strategic institutional boards. Over time, this experience led me to broaden my horizons and work in academic, legal, and institutional spheres. I became a technical consultant in judicial proceedings, a professor in extension and specialization courses, and participated in relevant OAB commissions, in addition to contributing as a member of the National Committee for the Prevention of Aeronautical Accidents. I am a PhD candidate and hold a master’s degree in Public Administration, with additional training in Ethics, Governance, Law, and Flight Safety. This academic journey has strengthened my performance in high-responsibility environments and provided a foundation to contribute strategically to public policy, always focusing on efficient management, ethical leadership, and sustainable results. I believe that management in the aeronautical sector must become increasingly collaborative, multidisciplinary, and future-oriented. It is precisely at this intersection of operational, regulatory, and human elements that I continue to dedicate my energy and passion, considering all stakeholders.

President, Aeronautical, Space, and Airport Law Commission – Rio de Janeiro Section
Since 2016, I have been president of the Aeronautical, Space, and Airport Law Commission at OABRJ (Brazilian Lawyer Association – Rio de Janeiro Section), which represents, supervises, and guides legal practice in the state. I facilitate dialogue between key aviation and legal players, promote legal and technical education initiatives focused on governance, regulation, and citizenship, and coordinate institutional consulting and knowledge management projects, considering all stakeholders.

Board Member - Barra da Tijuca Subsection
As a councilor at OABRJ, Barra da Tijuca subsection, I participate in strategic decision-making focused on institutional governance and public management of the legal profession. I am involved in case adjudication and oversight, contributing to the ethical and technical alignment of legal practice in the aviation sector, considering all stakeholders.

Coordinator and Organizer, Aeronautical Law Extension Course
As coordinator and organizer of the Aeronautical Law extension course at OABRJ, Barra da Tijuca subsection, I have managed academic activities, institutional consulting, and integration between the legal profession, public agencies, and civil aviation since October 2017.

As an aeronautical expert for the Federal Courts of RJ and PE, I prepare technical reports in cases involving aeronautical accidents and regulatory disputes. I serve as a specialized legal advisor providing technical consulting for judges, prosecutors, and lawyers, focusing on accuracy, safety, and information management in aviation.

Director, Brazilian Institute of Aeronautical Law
Since 2019, I have been director at IBAER, an institution dedicated to the study, development, and dissemination of Aeronautical Law in Brazil. I lead training and consulting initiatives in Aeronautical Law, with an emphasis on public policy, regulation, and safety, coordinate national and international technical events, and work with companies, authorities, and military institutions focusing on legal management, considering all stakeholders.

Since 2011, I have served as captain on domestic and international flights for LATAM, one of Latin America's largest airlines. In addition to participating in internal Safety, Compliance, and Training committees, I lead a business unit involving technical proficiency, intelligence and emotional control, mastery of regulations, and leadership.

First Officer
As first officer (Airbus 330, 321, 320, and 319) at LATAM, I operated on domestic and international routes, focusing on operational safety and cockpit management. I supported the captain in all flight phases, assisted in critical decision-making, and gained experience in technical leadership within commercial aviation.

At the OABRJ Higher School, an educational institution linked to the OAB of Rio de Janeiro, I was responsible for teaching courses in aeronautical law with an emphasis on regulation and legal practices in the aviation sector. For three years, I served as president of the Aeronautical, Space, and Airport Law Commission at the Federal Council of the OAB, the highest body of the Brazilian Bar Association, which coordinates, standardizes, and represents the legal profession nationally. During this period, I led coordination among aviation operators, regulatory agencies, and civil society, promoting high-impact debates. I also coordinated national events, delivered strategic regulatory proposals, and focused on legal management and specialized consulting in the sector.

For nearly three years, I was a member of the CNPAA, a consultative body that brings together representatives from various segments of civil and military aviation to discuss and propose actions aimed at operational safety. During this period, I contributed analyses and discussions on operational safety in civil and military aviation, participated in technical and consultative meetings focused on risk management and accident prevention, and acted as a bridge between operators, regulators, and the aviation community.

At Varig, Brazil’s leading airline for much of the 20th century, I served as first officer (Boeing 737-200) for four years, providing technical and operational support to the cockpit, with an emphasis on risk management and regulatory compliance. During this time, I developed solid experience in collaborative leadership in the aviation sector.

At Rio Sul Airlines, a regional carrier in southern and southeastern Brazil, I was first officer (Embraer 120), leading operations with a focus on technical precision and flight management support.
