Amr Elnaggar
PPP- Public Private Partnership Unit Director @ The Arab Contractors
About
I am a PPP Unit Director with extensive experience in infrastructure operations, asset lifecycle strategy, facility management, and sustainable infrastructure systems, currently leading Public-Private Partnership (PPP) initiatives within The Arab Contractors (Osman Ahmed Osman & Co.), one of the leading construction and infrastructure organizations in the Middle East and Africa. In my current role, I contribute to the development and advancement of PPP and infrastructure projects, particularly across regional markets, through technical and financial feasibility studies, operational structuring, lifecycle evaluation, and investment sustainability assessment. Over the years, I have developed a multidisciplinary background spanning infrastructure operations, industrial systems, integrated facility management, workforce development, and technical capacity building. This combination enables me to bridge the gap between engineering execution, operational performance, and long-term infrastructure investment strategy. I strongly believe that the real success of infrastructure and PPP projects is not defined at the construction phase, but throughout the entire asset lifecycle where operations, maintenance, resilience, and sustainability determine the long-term value delivered to stakeholders. My professional focus includes: • PPP project development and operational structuring • Infrastructure operations and asset lifecycle optimization • Integrated facility management and operational performance • Lifecycle cost strategy and sustainability integration • Workforce transformation and institutional capacity development • Operational readiness and performance-driven infrastructure systems Alongside my professional practice, I actively contribute to discussions related to sustainable infrastructure, operational resilience, workforce systems, and long-term asset performance through policy briefs, strategic dialogue, and industry engagement. Currently, I am focused on expanding PPP operational capabilities across regional markets and supporting the development of sustainable, resilient, and performance-oriented infrastructure ecosystems. I am always open to strategic collaborations, advisory opportunities, and professional dialogue related to PPPs, infrastructure operations, and asset lifecycle systems.
