About
Alvin was NTU CIO from Oct 2017 to Mar 2025, responsible for driving the IT agenda across the University. Working closely with the NTU senior management team, he led his team to drive excellence and impact through technology, enhancing teaching and learning, enabling cutting-edge research, and modernizing NTU’s administrative capabilities and IT infrastructure towards a Smart, Sustainable & Secure Campus. As a key enabler of NTU 2025, the University’s 5-year strategic plan, he spearheaded the implementation of a multi-year Tech Enabled Future Strategy, harnessing the power of technology, analytics, automation & AI to catalyze innovation and growth for NTU. Beyond leading digital transformation, he was appointed to co-chair the OneNTU Taskforce to chart the direction for fostering a diverse, inclusive and cohesive NTU community. He retired from NTU in Apr 2025 and currently serves as the CIO Advisor for SUSS. Prior to NTU, he had led new healthcare facilities planning, digital transformation, technology risk governance at SingHealth, NHG Health and Alexandra Health Clusters. He setup pioneering IT infrastructure for CGH(1996), AH(2000), KTPH(2010), YCH(2015) & AdMC(2016). Alvin participates actively in Board Committees and Professional Associations in healthcare, education & IT. He had served as the President of ITMA, an association of CIOs and currently serves on the Board Committees of NKF, Ang Mo Kio-Thye Hua Kwan Hospital, Mt Alvernia Hospital, HCA Hospice, NTUC-TTAB and SCS CITPM Board of Assessors. Alvin is an EAB-certified program evaluator and had participated in the accreditation of computer engineering degrees of NUS, NTU, SUTD from 2008 to 2022. He had served as Adj Faculty at SMU and Distinguished Professional at Republic Polytechnic. In 2018, he was conferred the prestigious title of Fellow of the SCS for his contribution to the advancement of the IT industry. For his work, Alvin was named by IDG as the CIO of the Year-Leadership in the 2020 CIO50 ASEAN award. He also received the CIO100 ASEAN Team of the Year-Strategy award in 2022 and the Team of the Year-Sustainability award in 2023. From 2020 to 2024, he has been consistently ranked among the top 10 CIOs in ASEAN and HK. In 2024, he received the prestigious National Day Public Admin Medal(Silver) and Long Service Medal for his exemplary contribution to Singapore's education and healthcare. Alvin holds a BEng(Honors) from NUS and a MBA from Surrey University UK. He is a strong advocate of lifelong learning and is a certified CISO, CITPM(Senior), COMIT(Senior), DTM & FIDE Trainer.

Mt Alvernia Hospital is a 304-bed general acute care medical institution; with tertiary medical capabilities and two multi-disciplinary medical specialist centres. The hospital is supported by over 1,200 accredited doctors, with more than 200 specialist doctors located on the campus. As the hospital develops, more medical suites will be built and the pool of doctors is expected to grow. An exempt charity, the hospital’s annual surplus goes into developing and upgrading the hospital, supporting the Assisi Hospice and community outreach activities.

HCA Hospice Ltd (HCA) is a registered charity in Singapore providing comfort and support to patients with life-limiting illnesses, regardless of age, religion, ethnicity, nationality and financial status. Our focus lies in home hospice care, where dedicated multidisciplinary teams, comprising doctors, nurses, social workers, counselors and trained volunteers, visit patients and their families in their own homes. This service is provided free of charge. More than 60,000 patients have benefited from HCA Hospice Care’s services since its establishment in 1989. We are the largest home hospice provider in Singapore, and our specialized teams are on the call round-the-clock, paying about 34,000 home visits a year and serving an average of 3,500 patients annually. We have about 800 patients under our care at any point of time.

Working closely with the NTU senior management team, he leads his team to be a key partner providing systems and technology solutions to drive and support University-wide initiatives across the academic, research and administrative domains. Currently, he is spearheading the multi-year IT strategic plan to transform the IT portfolio and create a connected university based on cloud-first, mobile-enabled, data-informed and security-by-design digital platforms. A research-intensive public university, Nanyang Technological University, Singapore (NTU Singapore) has 33,000 undergraduate and postgraduate students in the Engineering, Business, Science, Humanities, Arts, & Social Sciences, and Graduate colleges.
