Establishment of the finance department and financial/Tax controls for Mexico Axess entity, responsible for the implementation of policies and financial procedures, ERP system to be aligned to local tax compliance, cash flow management, financial reports to head office, Tax compliance, HR controls for transition from subcontracting to a direct payroll scheme. Set up a regional accounting team in Mexico to support additional entities for the Axess Americas region (US, Canada, Guyana). Support with a financial business review for tendering and new projects, along with the review of contracts with Clients and suppliers to operations and participate in business negotiations with risk analysis/governance compliance. Legal advice on new contracts, supplier agreements, and contact with external legal support for company compliance (and defence files preparation). Attend internal and external audits (Tax and corporate) Directly participate with the Country management in the development of company plans to grow business. Assisting operations in tendering process and business development plans for Mexico and LATAM.

Act as head of Legal & Tax for Mexico region providing legal representation to 13+ Legal entities maintaining Legal & Tax archive for entities in Mexico and LATAM (Venezuela, Colombia, Aruba), coordinating legal establishment, liaison with external counsel and company head of departments implementing controls for country legal and tax compliance, corporate governance and statutory tax documentation required to ensure cost deductibility. Contribute to protect the company in all business transactions by providing legal &Tax risk assessment advisory during business negotiations with clients and vendors, obtain successful resolutions to controversial legal and disputes cases with Pemex and suppliers. Follow up external tax audits by hydrocarbons SAT department. Assist commercial department in all administrative and legal documentation required for Rig Tendering process.

Start up Finance&Tax department for Mexico operations setting up controls and procedures aligned to corporate policies for obtaining efficient operation to the following finance & accounting functions: Banks, Vendor set up, Accounts Payables, Purchasing & receiving, Accounts Receivables, Contract revenue analysis, Payroll accounting, special projects expenditures, Tax compliance, Cash flow, treasury, funding and petty cash. Liaison between head of departments. Preparation of rig cost reports, AFE reports, KPIs variance analysis, balance sheet reconciliations, special reports to local management and head office, and budget preparation/review. Support Internal and External Financial and tax audits. Contribute to the establishment and consolidation of the Mexico Region, by creating a local independent management expanding finance and accounting controls to new seamex JV business created in 2014 (5 rig operation by more than US$1.8 billion).

Implement, supervise and test the Sox controls for Mexico Region to finance information activity: Accounts Receivable, Accounts Payable, Payroll, Tax controls, accounting records, Balance Sheet Reconciliations, Supply Chain, Contracts, Treasury functions and system controls. Preparation of KPI reports to London Head Quarters. Report and follow up remediation plans with Director of Finance and regional SVP.

Coordination of Monthly accounting close procedures reporting accurate rig cost and Balance sheet reports to Operations Rig Management, Country management and Corporate head office. Act as Legal representative in Mexico supervising statutory Tax obligations. (Accounting&Finance management for +15 rig contract operations).

Lead the Finance department for Pride personnel Legal Entity managing payroll for 600+ employees, support management on Tax and finance business advisory. Set up accounting procedures for obtaining accurate reports to local and corporate office by implementing monitoring controls and reconciliation procedures for validation of monthly records. Set up accounting automation for Payroll system to EPR system (JDE), and tax compliance reports.

Coordinate Financial/tax audit, and internal control systems review, providing recommendation letters and business advisory to the financial management of Mexico and International corporations.
