Plan, organize, and control business contracts and negotiations to support strategic acquisitions of materials, equipment, and services. Develop and manage purchasing policies, procedures, standards, and strategies to ensure transparency, fairness, impartiality, and confidentiality. Create project sourcing plans to identify critical and long-lead procurements during the Project Initiation & Planning phases. Regularly evaluate quality, performance benchmarks, and risks associated with suppliers, managing procurement packages accordingly. Build and maintain strong relationships with supplier partners, negotiating rates, product changes, and agreement renewals. Address and resolve issues and claims on large or high-risk agreements through formal and informal dispute resolution processes. Negotiate major purchases and develop blanket or master agreements with suppliers, overseeing all aspects of contract management. Review and assess total supply chain risk, identifying opportunities to minimize and eliminate risks.

Assist Commercial, Contracts, and Functional managers with procurement activities including quotations evaluation, preliminary selection, contract review, and approval of purchase orders. Coordinate with suppliers and subcontractors to evaluate material quality in accordance with contracts and purchase order agreements. Review purchase requisitions and enquiry packages to ensure they meet company policies and procedures, directing the preparation of purchase orders. Evaluate, qualify, and certify new suppliers and contractors, ensuring their compliance with project requirements and company standards. Manage the acquisition and review of material submittals before sending them for consultant approval. Arrange and manage rental equipment and manpower/crafts as required by project needs, ensuring timely availability and compliance. Assist the Commercial Manager in supervising the procurement department’s performance and progress, including managing subordinate staff. Support the Commercial Manager in organizing internal audit activities and physical count processes to resolve any variances.

Monitor the cycle time of procurement activities from bidding to issuance of purchase orders, optimizing procurement for expeditious delivery. Prepare and update Procurement Plans and Procedures specific to project needs, ensuring compliance and efficiency. Issue inquiries and purchase orders to selected bidders/suppliers, ensuring timely and cost-effective procurement. Coordinate with the engineering department to expedite engineering deliverables during technical bid evaluations. Collaborate with the proposal department for price estimation and calculate freight, customs duty, sales tax, and withholding tax impacts on projects. Develop and maintain Purchase Contracts to clearly address specification requirements, terms, and conditions. Monitor and expedite material delivery from vendors/suppliers to job sites, developing strategies for high-risk materials and equipment. Source freighting and forwarding agents to ensure timely delivery of materials.

Graduated with a strong foundation in mechanical engineering principles, including thermodynamics, fluid mechanics, materials science, and structural analysis. Gained practical experience through lab work and project-based learning, developing problem-solving skills and technical proficiency. Completed a capstone project focused on innovative engineering solutions, demonstrating the ability to apply theoretical knowledge to real-world applications.
